DRAFT Minutes of Meeting April 13, 2017

Grange Hall, Selectmen’s Office

 

Present:  Blaze Konefal,Gordon Jones, Dawn Marshall, Jim Eggers, Bob Mann, Marianne DiTaranto, ZackBoyajian arrives 7:30.  

Call to Order at 7:05 pm.

Invitationsto Merrimack County Conservation District and 5RCT events. 

Minutesof the meetings of 3/9 and 3/30 wereapproved.

Agenda

Spaulding Town Forest: Discussion about proposals for survey of boundaries

            R.D. Bartlett    13,100 plus extra for monuments

            T.F. Bernier     15,100

            S.P. Perron       6,000 (will be less with volunteer CCC assistant)

Discussion about differences among the three scopes of work.  Blaze will get clarification on some pointsin the Perron proposal, such as setting corner pins and picking up interiorphysical features (is that needed?).  Budgetto date for the easement:

            Survey                                      6,000

            Site waste assessment               0 based on Ken Stern offer to doit

            Stewardship endowment           7,500 based on 5RCT estimate

            Title search                              Included in 5RCTscope

            Town legal                               1,000 CCCestimate

CCC chose not to ask for not-to-exceed for 5RCT legal/title/closingcharges.

CCC will update Selectmen 4/18 and schedule a Conservation Fund hearingfor May 11 if all goes well.

Reserved rights which may be included in a conservation easement areparking, foot paths, snowmobile trails, viewing platform and equipment shed.

CCC will notify abutters to the Spaulding Forest after the ConservationFund hearing.

Possible volunteers to work with S.P. Perron if we award him survey:DiTaranto, Eggers, Konefal, Mann

Land Conservation:  Recapof our visit last year to the 4ac. Shirley Waters parcel which remains on themarket.   Discussion of possibility ofTown purchase deferred to May meeting.

Public Outreach:  Marianne iscoordinating 7/29 Trails Maintenance Workshop with UNH Extension.   She has reserved the Grange Hall for thatday.   Cost of workshop $10.  Possible use of Carpenter Park or SpauldingTown Forest.

Discussion of mapping public and privately owned conservation landsdeferred until Frank is present.   

Carpenter Park:  Possible workday for new snack shack later in March

Madeline Sanborn Conservation Area: no new business

Easement Stewardship:  no newbusiness

Non-public session at 8:45PM under RSA 91-A:3 II(d)Consideration of the acquisition, sale or lease of real or personal propertywhich, if discussed in public, would likely benefit a party or parties whoseinterests are adverse to those of the general community.

A motion was made by Dawn andseconded by Gordon to enter into nonpublic session under RSA 91-A:3 II(d).  Jones Aye, Mann Aye, Boyajian Aye, EggersAye, DiTaranto Aye, Marshall Aye, Konefal Aye. Motion passes.

A motion was made at 9:10 byZack and seconded by Marianne to exit nonpublic session under RSA 91-A:3II(d).  Jones Aye, Mann Aye, BoyajianAye, Eggers Aye, DiTaranto Aye, Marshall Aye, Konefal Aye.  Motion passes.

A motion was made by Marianneand seconded by Dawn to seal the non-public meeting minutes indefinitely.  Jones Aye, Mann Aye, Boyajian Aye, EggersAye, DiTaranto Aye, Marshall Aye, Konefal Aye. Motion passes.
